Consultation on a new legal form for Charities The Charitable Incorporated Organisation (CIO) is an entirely new legal form for charities. The Office of the Third Sector and the Charity Commission have published draft details of what the new form might look like and the rules it will have to follow. The CIO is designed specifically for charities and will be solely regulated by the Charity Commission, significantly reducing the regulatory burden. Consultation on the Development of a Family Nurse Service for This document seeks views on the proposed development of a family focused nursing service for secondary school-aged children and young people in
Challenge or In September, the Minister for Health and Social Services responded to the consultation exercise on the NHS reform which took place between April and June this year. In her statement the Minister supported the establishment of a National Advisory Board which will have a small but independent membership including members from local government, the voluntary sector and social partners. The Board will be chaired by the Minister and will hold public meetings. It is intended that this will come into effect by April 2009. The establishment of seven unified and integrated delivery bodies was also confirmed, with these bodies being constructed and acting according to governance arrangements already familiar within the Welsh NHS. Importantly, the Minister has highlighted that she is determined to pursue a health service led by preventative, primary and community services alongside a determination that these seven integrated bodies will operate in ways that conform more closely to a national pattern – whereby the arrangements in one part of Wales are recognisably the same in other Welsh locations. Further consultation on all of the above will take place over the coming months. With regard to the arrangements for the National Public Health Service a new Unified Public Health Service is to be established for Finally, the Minister highlighted the need for accountability to both the public and to patients at the local level while addressing the wider remit through a series of annual accountability meetings with both the Chair and Chief Executive of each of the seven new delivery bodies. These meetings will also be held in public. Community Health Councils will also undergo some reforms, which will aim to ensure that they are more effective as the voice of local patients in the new Welsh NHS Trust. The implications of these changes for the voluntary sector will be significant with two areas requiring immediate consideration: · Assurance that existing partnership working arrangements are maintained and continue to develop during the change process and immediately thereafter · And that stronger partnership working for the longer term is explored. Both of these areas are currently being consulted upon in a number of workstreams and through the establishment of a small working group representing Welsh Assembly Government, NHS, social services, wider local authority, voluntary and private sector, Community Health Councils and service user perspectives which can draw upon work already happening on an all Wales basis. Further updates on the consultation process and details on the NHS Re-structure will be provided as soon as they are available – please watch this space!

Delivering Skills that work for Wales A New Approach to Adult Community Learning

Dormant Accounts are bank and building society accounts that have not been accessed by customers for at least 15 years. The Welsh Assembly Government has identified spending priorities and these are set out in this document.

The consultation proposes new thinking on welfare and sets out plans for improving support and work incentives to create a system that rewards responsibility, gives people the incentive to do the right thing and encourages them to look for work and to seek the skills they need for the future.

1. An Honours degree or postgraduate qualification eg DBA, DMS, etc
2. A relevant professional qualification eg ACA, ACCA CIM, CIMA, CIPD, CIPFA etc
3. A non-graduate qualification which the selection panel deems to be of a satisfactory standard in a relevant subject area, with or without relevant work experience eg NVQ, CMI portfolio of awards at Level 6 or above etc
4. A non-graduate whose relative lack of formal qualifications is compensated for by his/her age and relevant work experience may also be admitted to the Programme, provided that the candidate is aged 25 or over on or before the day on which s/he is required to register for the scheme of study and had held a responsible position which is relevant to the Masters Programme.
Each module stands alone and candidates who successfully complete modules will receive a
To achieve the full MBA, candidates must successfully complete 12 study modules plus the dissertation stage. (There is the possibility that individual candidates can receive exemption from some of the modules if they are able to satisfy accredited prior learning criteria. For example, a candidate who has a Masters in Human Resource Management would be exempt from having to complete the Management of Human and Organisational Resources module for his/her MBA studies.)
Each module of study carries 10 learning credits towards the 120 learning credits that have to be achieved before going on to the dissertation stage.
The big advantage in at least starting studying MBA modules via SCVS is that the tuition is delivered in whole day blocks. Currently, the full MBA part-time Programme is delivered over two evenings per week.

The Children and Young People’s Plan is one of the most important and far reaching documents that has been produced within Neath Port Talbot. It has been developed in accordance with the requirements of the Children Act 2004 and it brings together the Children and Young People’s Partnership’s joint priorities and joint commitment to improving the lives of children, young people and families across the county over the next 3 years.
The Children and Young People’s Partnership places a high value on ensuring that children, young people and their families are able to contribute effectively to the planning, development, delivery and monitoring of services to meet their needs. To support the delivery of our Children and Young People’s Plan we are also consulting on our draft Participation Strategy which has also been developed in accordance with the requirements of the Children Act 2004.
The formal consultation period is from 7th April to 30th June 2008, when the views of a wide range of stakeholders will be sought. This will include extensive consultation with children, young people and families.

Probably never before have there been such robust legislative frameworks and policies and in place to bring about the changes in service provision to meet expectations of older people.

The purpose of the plan is to:
• identify relevant areas of current practice
• make recommendations to further develop provision to meet the needs of older people
• to ensure equitable access for older people to activities, facilities and services which support their independence and quality of life.
This plan aims to support:
• people who are 50 years or older, but who may need some encouragement to keep active and healthy – so they age well
• people who are nearing retirement age and may be entitled to benefits for the first time, or who may be facing challenges associated with ageing
• people over 50 who may have lost some degree of independence owing to health problems, frailty and/or high social care needs
• people over 50 who have a caring role.
